RBE No. 65/2016: Track Machine Staff – Duty Roster

Sub: Duty Roster of Track Machine Staff.
Ref: Board’s letter No.E(LL)98-HER/3, dated 06.07.2000 and No.2012/E(LL) HER/26, dated 30.10.2012 (RBE No. 121/2012).

Attention is invited to Board’s letter referred to above granting temporary exemption for 3 years i.e. up to September, 2015 from the provisions of Railway Act, 1989 for introducing three weeks’ roster at a stretch followed by continuous rest of one week at the Headquarters in respect of the staff operating track machines.
Rule 9 of the Railway Servants (Hours of Work and Period of Rest) Rules, 2005, provides that the Head of the Railway Administration may by order in writing make temporary exemption of any Railway servant or class or Railway servants from the provisions of sub-section (1), (2) and (3) of Section 132 and Sub-section (1) and (2) of Section 133 of the Railway Act, 1989.
The issue regarding three week roster in respect of track machine staff has also been examined by the High Power Committee constituted by the Ministry of Railways. Vide recommendation No.9.44, the Committee has recommended that the instructions issued under letter No.E(LL)98-HER/9, dated 06.07.2000 regarding duty hours and rest schedule of Track Machine Staff should be implemented without further delay. The said recommendation has been accepted by the Board.
Railway may, therefore, take immediate steps to implement three weeks’ duty roster in respect of the staff operating track machines as envisaged in Board’s letter dated 06.07.2000 and furnish compliance report within one month from the date of issue of the letter.

    Badly needed roster system in southern railway in track machine Departmen.there is no family maintain,no personal space in our life.It’s too much pathetic for us.
