RBE No. 62/2008: Group ‘B’ posts – Up-gradation

Sub: Up-gradation of 80% of Group ‘B’ posts of all major departments – Procedure for allotment of the higher scale.
1. In terms of Ministry of Railways Notification No.PC-V/97/I/EC/1, dated 09.02.1998 and 25.04.2003 (RBE No. 69/2003), the pay scale of Rs.8000-13500 has been allotted to 80% of Group ‘B’ officers on roll. Attention is also invited to Board’s letter No.E(GP)98/2/82, dated 09.12.1998 (RBE No. 278/1998) and Board’s letter of even number dated 16.06.2003 (RBE No. 93/2003), outlining the procedure for allotment of the higher Group ‘B’ scale of Rs.8000-13500. Further, instructions have been issued under Board’s letter No.PC-V/97/I/EC/1, dated 12.07.2007 (RBE No. 96/2007), that if, after an assessment of the number of posts to be operated in the higher scale is done on 1st January and 1st July, there is a shortfall in the number of eligible officers for placement in the higher grade and if some officers become eligible during the 6 months period, then, to the extent of shortfall, such officers can be placed in the higher grade from the date they become eligible.
2. The question of forming an extended panel of officers to be placed in the higher grade, in lieu of officers who would be retiring during the intervening period between the two reviews done on 1st January/ 1st July, has been considered by the Board. It has been decided that while preparing a panel of officers to be placed in the higher Group ‘B’ scale on 1st January/ 1st July, every year, an extended panel may also be prepared in lieu of officers in the higher Group ‘B’ grade who would be retiring during the 6 months period between the reviews. The extended panel will be operated as and when the officers retire and the benefit should be granted from such dates only.
3. In this context, the following aspects may be kept in view:
(i) The assessment of the number of posts to be operated in the higher scale will continue to be based on the Group ‘B’ officers on roll as on 1st January/ 1st July only i.e. there will be no change in the number of posts to be operated in the higher grade during the intervening period between the two reviews.
(ii) The assessment and selection of officers to be placed in the higher grade should be completed before 1st January/1st July every year.
4. This decision takes effect from the date of issue of the instructions.
