RBE No. 47/2006: Rightsizing the Indian Railways

Sub: Rightsizing the Indian Railways.
It has been decided by full Board that:
(a) The list of categories on which the Railways can start the process of rightsizing subject to proper review being undertaken (Annexure-I);
(b) Directives issued vide Board’s letter of even number dated 17.01.2003 (RBE No. 16/2003) i.e. the fresh recruitment is to be limited to 1/3rd of the retirements (normal and voluntary), has to be followed in letter and spirit which is applicable to all Group ‘C’ & ‘D’ staff. The details of the intake should be furnished on a quarterly basis from the month of April, 2006 as per the proforma attached as Annexure II. This includes the recent indents placed for recruiting Group ‘D’ posts; and
(c) Since safety category staff have been exempted from the provision of rightsizing, it is of utmost importance that only those staff work against the safety category posts who have been recruited for the same. In case any safety category staff is found deployed in a non-safety category post, such cases should be immediately reviewed by the DRMs/ GMs.
