RBE No. 45/2006: Creation of Posts – Vacancy Bank

Sub: Creation of posts required for Maintenance and operation of new assets.

Ref: Board’s letter No.E(G)96 EC2-1, dated 07.08.1996 (RBE No. 65/1996).

As per Railway Board’s letter No.E(G)98 EC2-3, dated 03.08.1998 (RBE No. 172/1998), the powers to create non-gazetted Group ‘C’ & ‘D’ posts required for maintenance and operation of new assets with matching surrender of posts of equivalent money value, was delegated to Divisional Railway Managers. They were permitted to operate a Vacancy Bank in their Division by crediting up to a maximum of 50% of the money value of the posts surrendered by them and the balance to be credited to the HQ Vacancy Bank.

The issue of allowing creation of posts in Safety and Operational Categories has been under consideration of Board. It has been decided that the DRMs may be allowed to create the above posts on 1:1 basis, i.e. by surrendering 1 post in a particular grade, a fresh post can simultaneously be created in the same/ lower grade, with the approval of General Manager. The revised stipulation as above is, however, subject to surrender of posts as advised in this office letter No.E(MPP)2005/1/54/Vol.II, dated  27.02.2006 followed by ED(Trg. & MPP) letter dated 08.03.2006.

This issues with the concurrence of the Finance Directorate of the Ministry of Railways.
