Sub: Procedure for holding selection to the posts classified as selection – deletion of heading Personality, Address, Leadership and Academic/ Technical Qualification from the selection procedure.

1. As the Railways are aware for promotion of non-gazetted staff to posts classified as ‘Selection’ the heading “Personality, Address, Leadership, and Academic/ Technical Qualification” carries a weightage of 20 marks in case of selections for promotion to posts in the normal hierarchy with the exception of the category of Motorman where the marks allotted to this factor have been earmarked for Aptitude Test. In case of General Posts the heading carries a weightage of 30 marks except in case of ASMs and Asstt. Loco Pilots (Dsl./Elect.) where the marks allotted to this heading have been distributed between Aptitude Test and Academic/ Technical Qualifications as 20 marks and 10 marks respectively.

Even though the extant procedure provides that the assessment under the heading “Personality, Address, Leadership, and Academic/ Technical Qualification” should be based on actual remarks against the relevant columns in the Annual Confidential Reports so as to ensure objectivity it appears that some confusion still exists on some of the Railways regarding its assessment and an impression has also been created that with the elimination of viva-voce in the departmental selections this heading gets merged with written test probably under the impression that assessment of these traits/ qualities can be done in a personal interview which indeed was the case prior to issue of instructions contained in this Ministry’s letter No.E(NG)I-97/PM1/27, dated 04.03.1998 (RBE No. 53/1998) followed by ACS No.46 issued under this Ministry’s letter of same number dated 17.06.1998 (RBE No. 133/1998). The Staff Side have also taken up the issue in the forum of DC-JCM.

3. The matter has been carefully considered by the Ministry of Railways. It has been decided to altogether do away with the heading of “Personality, Address, Leadership, and Academic/ Technical Qualification” from the selection procedure and redistribute the marks allotted to this heading wherever and to the extent necessary to other factors in the following manner:-

(i) The marks allotted to Professional ability viz. Written Test and/or viva-voce will remain unchanged. The marks allotted to the heading Aptitude test wherever applicable will also remain unchanged.

(ii) In the selection for promotion to posts in the normal hierarchy while no change in the allotment of marks is required in the case of selection for promotion to the post of Motormen in which the heading “Personality, Address, Leadership, and Academic/ Technical Qualification” already stands replaced by heading “Aptitude Test” in respect of others out of the 20 marks allotted to this heading while 5 marks may be added to the heading “Seniority” the remaining 15 marks may be added to the heading “Record of Service” thereby making these two headings as carrying weightage of 20 marks and 30 marks respectively in place of 15 each hitherto.

(iii) In the Selection for General Posts while in case of selections for promotion to the posts of ASMs and Asstt. Loco Pilots (Dsl./Elec.) where Aptitude Test carrying 20 marks is applicable, 10 marks hitherto allotted to the heading “Academic/ Technical Qualification” will be added to the heading “Record of Service” raising the marks under this heading from the existing 20 to 30, in respect of other posts like Personnel Inspectors, Law Assistants etc. the heading “Record of Service” will carry 30 marks instead of 20 marks. Accordingly the Maximum Marks for these latter type of posts will be 80 instead of the normal 100.

4.     It has also been decided that the redistribution of marks as prescribed above will be applicable to the selections notified on or after the date of issue of this letter.

5.     All the remaining procedure prescribed for holding selections including the procedure prescribed for assessment of the various factors and the eligibility conditions for being placed on the panel will remain unaltered.

6.     Indian Railway Establishment Manual, Volume-I, 1989 Edition should also be amended as per ACS No.183 enclosed.

(IV) The words and figures ‘Note (iii)’ appearing in the existing Note (iv) [renumbered as Note (iii)] below sub-para (g) should be read as ‘Note (ii)’.

(V) Substitute the following for the existing table below clause (i) of sub-para (j):-
