Sub: Constitution of Selection Board for promotion to grade Rs.1600-2660 and above in Personnel Department.

The matter has been considered carefully by the Board and it has been decided, in partial modification of the instructions contained in their letter of even number dated 29.08.1988 (RBE No. 195/1988), that in future in the cases of selection to the posts in grade Rs.1600-2660 and above in Personnel Department, one of the members of the Selection Board should be a JA Grade Officer of the Personnel Department. Where there is no JA Grade officer in the Personnel Department of a Division and the post is divisionally controlled, in addition to the senior scale Personnel Officer of that Division, a JA Grade Officer of the Personnel Department of the adjoining Divisions or of the Headquarters, may be included in the Selection Board.

1. The Ministry vide their letter cited above have communicated their decision that for selection to the posts in Gr. Rs.550-750 (RS)/ Rs.1600-2660 (RPS) and above in Divisions where JA Grade Officers are not available in the concerned department JA Grade Officers of any other department (except for the Personnel Officer who can be Senior Scale) may be nominated as the member of the Selection Board, the Senior Scale Officer in independent charge of the concerned department, who will not be subordinate to any other member of the selection Board, being nominated as the fourth member who will also sign the selection proceedings.
2. However, in regard to Selection for posts in Personnel Branch a question arises in respect of certain small Division where there is no Personal Officer in JA Grade and also only 2 or 3 JA Grade Officers are available in other Departments of the Divisions, as to whether the Selection Committee consisting of 3 members only (2 JA Grade Officers of other Departments and one Sr. Scale Officer of the Personnel Branch) can be constituted for the Selections for posts in Personnel Department as against four Members as directed in above mentioned letter.
