RBE No. 26/2020: MACPS – To Station Masters

Sub: Grant of financial up-gradation under MACPS to Station Masters.

1. Arising out of the decision to up-grade Assistant Station Masters in GP 2800 to GP 4200 and merge them with the post of Station Masters in GP 4200 communicated vide Note 2 of Annexure B of Board’s letter dated 02.08.2016 (RBE No. 93/2016), the issue of ignoring promotion from ASM (GP 2800) to SM (GP 4200) for the purpose of MACPS has been under Board’s consideration. This issue has also been raised by AIRF in PNM forum as item No. 5/2018 and NFIR as item No. 15/2017.
2. The matter has been considered by the Board in terms of para 5 of Annexure to DP&T’s OM dated 22.10.2019 circulated vide Board’s letter dated 04.02.2020 (RBE No. 16/2020) and it has been decided that promotion from the post of ASM (GP 2800) to SM (GP 4200) may not be reckoned for the purpose of MACPS. As the necessary amendment in the recruitment provisions for Station Masters has been notified vide Board’s letter dated 16.02.2018 (RBE No. 22/2018), the benefit of MACPS ignoring promotion from ASM to SM shall be admissible w.e.f. 16.02.2018.

    It should be implemented from 1.1.2016 as per RBE 93/2016
    First fixation in 6th pay commission then pay should be fixed in 7th pay commission. Then MACP IN GP 5400 IF DUE .
    IT LOSE TO RETIRED EMPLOYEES THOSE RETIRED BETWEEN 1.12016 & 16.2.2018.
    BOTH UION SHOLD FIGHT FOR THAT

      Any revision in pay structures is naturally be with effect from pay commissiondate i.e 01-01-2016. Or otherwise it would be injustise with employees retired in between period.

    It’s a Crystal clear point and there is no ambiguity at all.
    The injustice for those affected employees must be corrected and consoled.

    7th CPC for STATION MASTERS Not implemented correctly who retired between 01.01.2016 to 28.02.2018. GP 5400 not give for 3rd MACP. for retired employees GP 4800 retained. No Justice in Modi Government.

    The railway board vide circular gave grade pay of 5400 from 16.02.2018.station masters retired from 01.01.2016toto the implemented date suffered heavy loss due to negligence of railway board.Had theimplimentation took place earlier.NFIR vide item no15/2017 placed the demand for implementation from 1.01.2016 but not yet finalised.every time in pnm this matter reflected but no reply came out.l urged AISMA to deal the grievance of SMS.
