MACPS – Clarification on RBE No.26/2020

Sub: Grant of financial up-gradation under MACP – clarification thereof on RBE No. 26/2020.

The matter referred vide ECoR’s letter under reference has been considered in Board’s office. It has been observed that the concerned employee was at first appointed as Asstt. Station Master and thereafter earned promotion as Station Master. Subsequently, he was appointed as Asstt. Yard Master through direct recruitment against the vacancies of Traffic Apprentice. As such, he served his relation with ASM/SM Cadre. His present progressions are by virtue of his direct appointment as Asstt. Yard Master. In view of this position, the regular service of the employee for the purpose of MACPS is to be counted from the date of joining of the post of Asstt. Yard Master (excluding the training period) i.e. from 05.04.1992 in terms of para 9 of the Annexure to DoP&T’s OM dated 22.10.2019 circulated vide Board’s letter dated 04.02.2020 (RBE No. 16/2020).
In context of Board’s letter dated 25.02.2020 (RBE No. 26/2020), it is stated this letter prescribes for not to reckon promotion from Asstt. Station Master (GP – 2800) to Station Master (GP – 4200) for the purpose of MACPS. It do not prescribe that period of service as Asstt. Station Master (GP – 2800) be counted as rendered in Grade Pay of Rs.4200. Accordingly, the period of service rendered by the concerned employee as Asstt. Station Master cannot be counted as service rendered in GP Rs.4200.
It is advised that the case of the concerned employee be considered/ decided keeping in view the position clarified hereinabove please.
