RBE No. 197/1991: Fixation of Pay – NFSG

Sub: Fixation of pay of persons holding pre-revised non-functional selection grade to revised pay scales on personal basis.         

Kindly refer to Board’s letter of even number dated 18.12.1990 (RBE No. 238/1990) on the above mentioned subject. References have been received from some of the Railways seeking clarification as to whether the actual benefits of stepping up would be available with effect from the first of the month of the issue of necessary orders or the date of anomaly whichever is later. It has now further been decided in consultation with the Ministry of Finance that in the case of anomalies occurring prior to the date of issue of orders by the Railways, i.e., 18.12.1990, the actual benefit in all those cases would be admissible only from the date of issue of Board’s orders, i.e., 18.12.1990, irrespective of the date of anomaly. In cases occurring after that date, the existing procedure followed in cases of stepping would apply.

(i) This disposes of:- Central Railway’s letter No.AC/3704/PC-IV/91, dated 08.01.1991;

(ii) ICF’s letter No.AAD/PC-IV/orders 727, dated 19.06.1991; and

 (iii) Southern Railway’s letter No.480/Admn/Gaz/0, dated 05.07.1991.
