Sub: Introduction of non functional grade PB-2 (Rs.9300-34800) GP Rs.5400 for Private Secretaries Grade-I in existing scale Rs.7500-12000 [PB-2 (Rs.9300-34800) GP Rs.4800)].
1. Consequent upon acceptance of the recommendations of the Sixth Central Pay Commission by the Government, President is pleased to decide that Private Secretaries Grade-I in pre-revised scale Rs.7500-12000 [revised pay structure PB-2 (Rs.9300-34800), GP Rs.4800] on the Indian Railways will be eligible to be placed in Non-functional grade of PB-2 (Rs.9300-34800) GP Rs.5400 on completion of 4 years of regular service in existing scale Rs.7500-12000 [PB-2 (Rs.9300-34800) GP Rs.4800].
2. There will be no change in the existing classification of the posts as Group ‘B’ Gazetted on being operated in non-functional grade of PB-2 (Rs.9300-34800) GP Rs.5400.
3. Consequent upon introduction of non-functional grade in PB-2 (Rs.9300-34800) GP Rs.5400, the functional posts in existing scale Rs.8000-13500 [revised pay structure PB-2 (Rs.9300-34800), GP Rs.5400] designated as PPS Gr.II would not be operated as a separate functional grade. These posts in existing grade Rs.8000-13500 [PB-2 (Rs.9300-34800) GP Rs.5400] will also be filled up by those placed in PB-2 (Rs.9300-34800) GP Rs.5400 as per the new dispensation after clubbing the sanctioned strength of all the above posts in PB-2 (Rs.9300-34800) GP Rs.4800 and 5400 together. The existing incumbents holding posts of PPS Grade-II in existing scale Rs.8000-13500 [PB-2 (Rs.9300-34800) GP Rs.5400] will be adjusted against the newly introduced nonfunctional Grade in PB-2 (Rs.9300-34800) GP Rs.5400. The existing incumbents in functional grade Rs.8000-13500/ PB-2 (Rs.9300-34800) GP 5400 not adjusted in the new dispensation may continue to hold existing posts of PPS Gr.II on personal basis till they are so adjusted/ vacate the posts.
4. These orders would be effective from 01.01.2006. Procedure for placement in the non-functional grade will be issued through separate instructions.
5. This issues with the concurrence of Finance Directorate of Ministry of Railways.
