RBE No. 183/2018: Selection – Teachers – PGT/TGT

Sub: Conducting of selection to fill up the posts in the cadre of PGT/TGT – Hiring services of professors/ experts from outside the Railway – Regarding.
1. Attention is invited to Para 218 of IREM, Volume-I (Revised Edition 1989) First Re-print Edition-2009, wherein detailed procedure for constitution of Selection Board has been explained for conducting the selection of any post under Zonal Railways. It has now been brought to the notice of Board that the Railways/ Production Units are facing difficulties in filling up the posts of TGT/PGT in Railways’ schools due to non-availability of experts in the concerned subject. This leads to delay, causing hindrance in study of curriculum within academic session and also creates resentment among TGTs/PGTs because of their non-promotion whenever it becomes due.
2. In the light of the above, the matter has been considered. It has been decided that Departmental Selection Board should consist of three JAG Level Officers including Educationists/Experts in the concerned subject as members. In case of non-availability of such expert in the Railways itself or on the contiguous Railways/ Railway Institutions, the services for this purpose may be taken from outside the Railways i.e. from recognized Government educational institutions in the adjoining area. The experts hired for setting of Question papers and evaluators hired for evaluations thereof should be two different individuals in case such hiring of service is done. They shall not in any way form part of Selection Board/ Committee. The remuneration to their services may be paid according to the provisions contained for departmental selection in Board’s letter No.E(G)2001/HO/I-7, dated 03.03.2009 (RBE No. 44/2009) and 29.12.2009 (RBE No. 227/2009) or as per extant policy in force at relevant time where their services are hired for evaluation/ questions paper setting.
