Sub: Appointment on Compassionate Grounds in Group ‘D’ posts – Minimum educational qualification for widows – waiver thereof.

It has been laid down in Board’s letter No.E(NG)-II/98/RC-1/139, dated 04.03.1999 (RBE No. 35/1999) that inter- alia, for appointment on compassionate grounds against posts in Group ‘D’ that have been exclusively reserved for widows, educational qualifications (8th pass) need not be insisted upon and that in all other cases of compassionate appointment in Group ‘D’, the prescribed by minimum educational qualification will apply.
The matter was further discussed in the DC/JCM (Railways) meeting held on 25/26.06.1999 add it has now been decided by the Board that the competent authority viz. GMs/ HODs/ DRMs may consider exemption from requirement of possessing educational qualification prescribed for recruitment to Group ‘D’ posts in the case of appointment of widows on compassionate grounds, provided the duties of the post can be satisfactorily be performed by them without possession of the prescribed educational qualification.
