Sub: Proposal for change in assumed period of attendance for advance payment to workshop staff on account of important festivals.

 

It has been observed that Zonal Railways and Production Units etc. are sending proposals to Board’s office for sanction for change of assume the period of attendance for making advance payment to Workshop staff on the occasion of important festivals.
The matter has been considered in Board’s office in consultation with Associate Finance. The concept of assumed attendance for payment of wages to Workshop staff is generally not permissible. However, payment based on assumed period of attendance in respect of Workshop staff in exceptional may be permitted by Board for specific occasions once or twice in a year. In this connection, it is imperative that the following guidelines are laid down which should be followed scrupulously;

(i) The proposals sent to Board’s office should have the concurrence of your FA&CAO and such occasions should be identified in the beginning of the Year;
(ii) The period of assumed attendance should be the barest minimum and should be fixed in consultation with FA&CAO;
(iii) Reconciliation of ‘hours booked’ to jobs/ work orders with the ‘hours paid’ as per labour pay sheet based on assumed attendence should be made and the difference should be booked to suspense (wrong work order) within the same accounting month. These differences should be adjusted, as far as possible, through the supplementary payments in respect of Overtime, Night Duty Allowance etc. or through regular pay sheets for the following months without fail; and
(iv) To avoid balance under W.M.S. at the end of the year having implication on dividend liability, no relaxation may be permitted in respect of the wages adjustable in the accounts for the month of March.

This issues with the concurrence of Finance Directorate of the Ministry of Railways.
