RBE No. 17/2005: Settlement Dues – Payment of

Sub: Expeditious payment of settlement dues of Railway servants retiring from service and of cases of death of Railway servants while in service.
In the meeting of the Consultative Committee of MPs for the Ministry of Railways held on 04.11.2004, Shri Abdul Mannan Hussain, MP, raised the issue regarding timely payment of settlement of staff of the Railways. In this connection, attention is invited to Chapter VII and IX of Railway Services (Pension) Rules, 1993 wherein the procedure for processing the settlement papers in respect of retiring Railway servants and of those who die while in service, have been laid down in order that the payment of settlement dues is made in time. Further, instructions issued in this connection by the Department of Pension & Pensioners Welfare (DOP&PW) vide its OM No.38/116/93-P&PW(F), dated 02.05.1994 and OM No.38/64/98 P&PW(F), dated 05.10.1995 were circulated vide Ministry of Railways letters No.F(E)III/94/pn1/18, dated 21.07.1994 (RBE No. 55/1994) and F(E)III/99/PN1/35, dated 21.01.2000 (RBE No. 15/2000), respectively, for information and strict compliance by the Railway administrations. The Railway administrations are once again urged to meticulously follow the procedure given in the Railway Services (Pension) Rules, 1993 and the aforesaid OMs of the DOP&PW and ensure that the settlement of the Railway servants are paid on the date of retirement itself and to the family of those who die while in service as early as possible in order that the retiring Railway servants and the families of the deceased Railway servants, are not put to hardships.
