RBE No. 147/2007: Tribal Area Allowance – Madhya Pradesh

Sub: Grant of Tribal Area Allowance to the railway employees working in the Tribal Areas of Madhya Pradesh.

Ref:  Board’s letter No.F(E)I/2000/AL-4/6, dated 06.06.2002 (RBE No. 76/2002).

1. Sanction of the President is hereby conveyed post facto for grant of Tribal Area Allowance at the rates and pay ranges specified in Board’s letter No.F(E)I/2005/AL-4/5, dated 21.02.2006 (RBE No. 181/2006) to the Railway employees posted in the Tribal AreaS of Madhya Pradesh as listed in the Annexure, with effect from 01.08.2003 to 31.08.2007 or till withdrawal of the allowance by the State Government of Madhya Pradesh in respect of their employees, whichever is earlier.

2. The grant of allowance will be subject to the following conditions:-

(i) The Railway servant should belong to a cadre of posts of which some have headquarters in the Scheduled and/or Tribal Areas and other outside such areas and that he is transferable to any such post;

(ii) He should be Railway servant who service is transferable to other areas, viz., he should not be a Railway servant whose service is not transferable to other areas;

(iii) The Compensatory Allowance should be given for the period during which he serves in Scheduled and/or Tribal Area and not otherwise;

(iv) The Allowance shall be payable only to those employees who have completed not less than one year of continuous service in one or more of the Scheduled/ tribal blocks/ Areas, wherever such local allowance is admissible, by way of arrears for the period from the date of his first posting. On completion of one years’ continuous service, the allowance for the subsequent period, shall be payable monthly till the period of validity of this letter;

(v) The concession of allowance is of temporary nature and will be reviewed by the Government at appropriate time in the light of the continued admissibility or otherwise, of the allowance to State Government employees in the respective areas;

(vi) In places where more than one Special Compensatory Allowance is admissible, the Railway employees posted in such stations will have the option to choose the allowance benefits then the most;

(vii) The concession is also admissible to Railway servants who are residents or native of Scheduled and/ Tribal Areas if they fulfill all the conditions enumerated above;

(viii) To mitigate hardship to the employees, the Railway will no doubt ensure that the period of service of an employee in one or more of the scheduled/ tribal blocks does not normally exceed three years.

3. For extension of the currency of Tribal Area Allowance beyond 31.08.2007, the list of Tribal Blocks/ Areas notified by State Government of Madhya Pradesh (as per which Tribal Area Allowance) is admissible to State Government employees) may be furnished to Board’s Office.
