RBE No. 147/2006: OS-II – Introduction of LDCE quota

Sub: Introduction of LDCE quota in the categories of OS-II scale Rs.5500-9000 and Personnel Inspector scale 6500-10500.
1. As the Railways are aware, 20% direct recruitment quota in the categories of Office Superintendent (OS) Gr.II in the pay scale of Rs.5500-9000 and Personnel Inspector (PI) in the pay scale of Rs.6500-10500 as introduced vide para 11 of this Ministry’s letter No.PC-III/2003/CRC/6, dated 09.10.2003 (RBE No. 177/2003) was replaced by Limited Departmental Competitive Examination (LDCE) quota to the extent of 20% of the posts in these categories vide this Ministry’s letter of even number dated 17.06.2005 (RBE No. 102/2005) entrusting the responsibility of conducting LDCE to the RRBs.
2. The question of handling the task of holding LDCEs has been reviewed by the Board keeping in view the difficulties expressed by Chairmen, RRB/Chennai and RRB/Secunderabad mainly in view of the requirement of including descriptive type of questions for the written examinations for these categories. Earlier this issue was also raised by All India Railwaymen’s Federation and Eastern Railway. It has now been decided in partial modification of instructions contained in this Ministry’s letter dated 17.06.2005 (RBE No.102/2005) and clarification issued vide letter dated 25.08.2005 that the LDCE for the categories of OS-II in grade Rs.5500-9000 and PI in grade Rs.6500-10500 may now be held by the Zonal Railways/ PUs concerned, themselves.
3. All other conditions including the procedure for holding LDCEs as explained in para 3(II) of this Ministry’s letter of even number dated 17.06.2005 (RBE No.102/2005) will remain unaltered.
4. The indents, if any, pending with RRBs for holding the LDCE may be returned to Zonal Railway/ PU concerned for further action.
