RBE No. 138/2006: ALP – Asst. Loco Pilot – Lateral Induction of Artisans

Sub: Lateral induction of skilled artisans Gr.III in the posts of Asst. Loco Pilot (Diesel/ Elect.)
1. As the Railways are aware in terms of instructions contained in this Ministry’s letters No.E(NG)I-90/PM 7/34, dated 25.04.1997 (RBE No. 62/1997) & 02.09.1998 (RBE No. 196/1998) 50% of the posts in the category of Asst. Loco Pilot (Diesel/Elect.) are required to be filled from amongst the volunteering Diesel/Elect. Loco Fitters Gr.III of Diesel/Electric loco sheds with three years’ service failing which Diesel/Elec. Loco Fitters with less than three years service but total service of six years and Diesel/Electric Loco Group ‘D’ staff of Diesel/Electric loco Sheds with a total service of six years in Diesel/Electric Loco Sheds having the qualification of course completed Act Apprenticeship in Mechanical/ Electrical/ Electronics Engineering trade or Matriculation with ITI as an additional preferable qualification with upper age limit of 35 years (40 years in the case of SC/ST).
1.1 Subsequently vide instructions issued in this Ministry’s letter No.E(NG)1-2001/PM 7/19, dated 15.05.2002 (RBE No. 65/2002) volunteering Group ‘C’ and Group ‘D’ technical staff of Workshops/ Carriage & Wagon Depots/ Elec.(TRD)/ Elec.(Gen) fulfilling the prescribed conditions of eligibility from those Seniority Units/ Trades/ Cadres where surplus staff has been identified were also made eligible to appear in the selection for induction/ promotion as Asst. Loco Pilot (Diesel/Elect.).
1.2 Further it has been clarified vide this Ministry’s letter of even number dated 23.03.2006 (RBE No. 36/2006) that as the qualification of ITI has been prescribed only as an additional preferable qualification the eligible staff of specified units having the qualification of Matriculation but not ITI are also eligible to appear in the selection for induction/ promotion as Asst. Loco Pilot (Diesel/Elect.) against 50% quota.
2. In this connection All India Railwaymen’s Federation had pointed out that there are a large number of vacancies of Asst. Loco Pilots in the Railways and therefore instructions may be issued to the Railways that Skilled Artisans Grade-III having the qualification of Matriculation or Matriculation + ITI may be spared to appear in the selection for induction/ promotion to the post of Asstt. Loco Pilot (Diesel/Elect.). The issue has also been raised as an agenda item in the DC-JCM. The Railways are, therefore, directed to spare the eligible staff of Diesel/Elect. Loco Sheds for appearing in the selection for induction/ promotion as Asstt. Loco Pilot (Diesel/Elect.).
