RBE No.138/1995: Promotion – Timely Filling up of Vacancies

Sub: Filling up of promotional vacancies.

1. In terms of boards letter No.E(NG)I/87/PM1/14, dated 18.08.1987 (RBE No.213/1987), Railways are required to draw and maintain a calendar for conducting selections for various grades to help them plan the various activities connected with selections in time and to ensure better compliance of Board’s Orders regarding holding of elections at regular intervals. It is presumed that such calendars are being maintained at the Zonal Headquarters and at the Divisions/ extra Divisional Offices on the Railways, and a close watch is being kept on holding the selections as planned. Similar calendars are to be maintained for suitability/ Trade Tests.
1.1 Timely filling up of vacancies has been emphasized to the Railways from time to time. However, complaints still continue to be received regarding delay in filing of the vacancies especially the promotional ones which are to be filled on the basis of selection and suitability/ Trade Tests. Similarly complaints continue to be received that timely promotions from Group ‘D’ to ‘C’ are not being made.
2. Please confirm that calendar of selections, suitability/ trade test is being maintained in your Railways.
2.1 Please also arrange to include a paragraph in the month PCDO being sent by CPO, giving information regarding filling up of promotional vacancies as per the proforma enclosed. The first such progress report should come along with the monthly PCDO for the month of December, 1995 to be received by 05.01.1996. A copy of this report may also be sent to the undersigned separately.

Monthly Report Regarding Filling up Promotional Vacancies
Group ‘C’

(a) Promotional Vacancies:-

(I) By Selection:-

(i) Number of selections to be conducted/ vacancies to be filled up at the beginning of the month.
(ii) Number of selections/ vacancies accrued during the month.
(iii) Total Selection/ vacancies.
(iv) Number of the selections finalized/ vacancies filled up during the month.
(v) Balance number of selections/ vacancies at the end of the month.

(II) By Suitability Test:-

(i) Number of Suitability Tests to be conducted/ vacancies to be filled up at the beginning of the month.
(ii) Number of Suitability Tests/ vacancies accrued during the month.
(iii) Total Suitability Tests/ vacancies.
(iv) Number of Suitability Tests finalized/ vacancies filled up during the month.
(v) Balance number of Suitability Tests finalized/ vacancies at the end of the month.

(III) By Trade Test (Artisans):-

(i) Number of Trade Tests to be conducted/ vacancies to be filled up at the beginning of the month.
(ii) Number of Trade Tests/ vacancies accrued during the month.
(iii) Total Trade Tests/ vacancies.
(iv) Number of Trade Tests finalized/ vacancies filled up during the month.
(v) Balance number of Trade Tests/ vacancies at the end of the month.

(IV) By Selection from Group ‘D’ to Group ‘C’ (Non-Artisan) against the prescribed quota of 33-1/3% and 25%:-

(i) Number of selections to be conducted/ vacancies to be filled up at the beginning of the month.
(ii) Number of selections/ vacancies accrued during the month.
(iii) Total selections/ vacancies.
(iv) Number of selections finalized/ vacancies filled up during the month.
(v) Balance number of selections/ vacancies at the end of the month.

(V) By LDCE/ GDCE:-

(i) Number of LDCEs is to be conducted/ vacancies to be filled up at the beginning of the month.
(ii) Number of LDCEs vacancies accrued during the month.
(iii) Total LDCEs/ vacancies.
(iv) Number of LDCEs finalized/ vacancies filled up during the month.
(v) Balance number of LDCEs/ vacancies to be filled at the end of the month.
