RBE No.132/2016: Pass Rules – income ceiling

Sub: Grant of Privilege Passes / PTOs to dependent relatives – Raising the income ceiling.
1. Pursuant to implementation of Government’s decision on the recommendations of the 7th Central Pay Commission regarding revision of minimum pension to Rs.9000, it has been decided to amend the proviso below Para 2(C)(vii) of Railway Servants (Pass) Rules, 1986 (Second Edition-1993) as follows:
“Provided that a person shall not be considered to be a dependent relative if his her monthly income from all sources including pension, dearness relief, etc. exceeds 15% of the basic pay of the Railway servant or the amount arrived at by adding minimum pension/ family pension of Rs.9000 (excluding the element of additional pension to old pensioners) and the dearness relief admissible to the pensioners/ family pensioner thereon rounded off to the nearest ten rupees figure whichever is more.”
2. This issues with the concurrence of the finance Directorate of ministry of Railways

I was appointed in compassionate grounds and my mother availing widow pass separately,now can i add my widow mother in my privilege pass by canelling widow pass
As per RB’s letter no. E(W)/2016/PS5-1/7 dtd. 24/11/2016 can I add my widow mother in my privilege pass and PTOs as a dependent relative ?. As my mother’s basic pension is Rs. 9000/- (+) dearness relief is Rs.1080/- i.e. total pension is Rs.10,080/- at present and myself basic pay is Rs. 55,200/-
My mother availing widow pass separately at present.
As per RBE/132/2016,can I add my widow mother in my privilege pass as a dependent relative ? My mother having total gross pension 10,000.00 at present and my basic pay is 60400.00

My mother is family pensioner getting 9000/- + DA. She is my dependent .l am working as O.S. In mech department.My basic pay is 96000. Can I add my mother in my privilege pass ?
