RBE No. 13/2015: New Catering Policy – Deputation – Repatriation from IRCTC

Sub: New Catering Policy, 2010 – Repatriation of 188 Deemed Deputationist Officials (DDOs) to Railway from IRCTC.

1. Consequent to framing of New Catering Policy, 2010, in order to man catering activities with experienced staff, instructions were issued to IRCTC as well as to Zonal Railways, vide Board’s letter No.E(NG)I-2003/TR/10, dated 28.12.2010 (RBE No. 187/2010) and E(NG)I-2003/TR/10/Pt. dated 27.06.2011 with advice to call for options from the Railways’ catering staff who had not been paid any pensionary/ retirement benefits due to administrative reasons, to come back to Railways with the seniority as existed as on 31.03.2003 subject to the condition that they are consequential promotion should not lead to reversion of the existing catering staff and redeployed staff. In response, a total of 188 deemed deputationists in IRCTC had exercised their option for repatriation to their respective parent Railways. Antecedents and service particulars of all these 188 DDOs have been verified by IRCTC in consultation with the concerned Zonal Railways.
2. The matter has been considered by the Board who wish to approve the repatriation of all the above 188 DDOs to Railway *(on deputation terms) as a special case treating their tenure with IRCTC as deemed deputation period. IRCTC will have to pay FSC charges to the concerned Railways for the intervening period as the same is to be counted as period on deputation for all purposes. The seniority of these staff in their respective parent cadre will be assigned as existed as on 31.03.2003 i.e. before their absorption in IRCTC. They will be eligible for all consequential promotion as per the revised percentage of posts issued vide Board’s letter No.E(NG)I-2003/TR/10, dated 28.12.2010 (RBE No. 187/2010) subject to the condition that consequential promotion of such repatriated employees should not lead to reversion of the existing catering staff and the redeployed staff.
3. IRCTC may initiate necessary action in this regard and parent Railway of the concern employee may re-deploy them as per requirement of such trained employees. Service particulars of the concerned staff may be re-verified, if considered necessary.
