RBE No. 129/2006: Post Based Roster – Group ‘B’ Cadre

Sub: Fixation of Group ‘B’ cadre for operation of post based roster for promotion from Group ‘C’ to Group ‘B’ and within Group ‘B’.

1.     Please refer to Board’s letter No.2005-E(SCT)1/25/14, dated 16.11.2005 (RBE No. 194/2005) and letter of even number ddated 22.11.2005 (RBE No. 200/2005) on the above subject.

2.     Board have decided that the following procedure may be adopted for operation of post based roster for promotions from Group ‘C’ to Group ‘B’ and for ad-hoc promotions from Group ‘B’ to Sr. Scale:

(i)    The vacant posts of Group ‘A’ (Jr. Scale) as on the date of assessment of Group ‘B’ vacancies, may also be included in the vacancies for Group ‘B’ selections and the reservation rosters may be expanded/ contracted accordingly. This procedure may be followed for a period of 3 years.

(ii)    The existing practice of adding a maximum of 30% of cadre strength to the assessed Group ‘B’ vacancies may be discontinued. Instead, while assessing vacancies for a selection period of 24 months, the vacancies that are due to arise in the next 6 months may also be included for the said selection and reservation provided for accordingly.

(iii)   For Group ‘B’ promotions, a single roster may be operated and for each selection period, the assessed vacancies may be divided in the ratio of 70:30 for selection and LDCE and reservation provided for proportionately in the two streams.

(iv)   The post based rosters may be adopted from the next cycle of selections commencing after the issue of Board’s letter No.2005-E(SCT)I/25/14, dated 16.11.2005 (RBE No. 194/2005). As in the practice now, vacancies arising due to ad-hoc promotions to senior scale will also be included in the assessed vacancies for Group ‘B’ selections.

(v)   For ad-hoc promotions to senior scale, post based reservation may be provided for with reference to the number of senior scale posts that are filled on ad-hoc basis at a given time. For calculation of reserved vacancies for this purpose, the principle laid down in Board’s letter No.95-E(SCT)I/49/5/2, dated 21.08.1997 (RBE No. 114/1997) may be adopted.

3.     Board would also like to reiterate that for placement of Group ‘B’ officers in the higher Group ‘B’ scale of Rs.8000-13500, normal rules of reservation would be applicable, as already provided for in Board’s letter No.E(GP)2003/2/22, dated 16.06.2003 (RBE No. 93/2003).
