RBE No. 114/2008: Special Compensatory (Bad Climate) Allowance

Sub: Special Compensatory (Bad Climate) Allowance Recommendations of the Sixth Central Pay Commission – Revision of rates.
1. Consequent upon the decision taken by the Government on the recommendations of the Sixth Central Pay Commission relating to the grant of Special Compensatory (Bad Climate) Allowance vide Ministry of Finance (Department of Expenditure)’s Office Memorandum No.5(1)/2008-E.II(B), dated 29.08.2008, the President is pleased to decide that, in modification of Railway Board’s letters No.PC-III/74/CCA/3, dated 16.04.1974 and No.PC-IV/86/IMP/AL-20, dated 14.10.1986 (RBE No. 194/1986) and dated 02.06.1987 (RBE No. 141/1987), as amended from time to time, read with Board’s letter No.F(E)I/98/AL-4/2, dated 26.06.1998 (RBE No. 146/1998), No.F(E)I/2005/AL-4/6, dated 21.02.2006 (RBE No. 20/2006) and 25.05.2006 (RBE No. 65/2006), the Special Compensatory (Bad Climate) Allowance to the Railway employees posted in unhealthy localities shall be revised at the following rates:-

2. In the case of those employees who opt to retain the pre-revised scale of pay, corresponding Grade Pay of the pay scale/ corresponding pay scale of the post occupied on 01.01.2006, as indicated in Railway Services (Revised Pay) Rules, 2008 would determine the allowance under these orders.
3. All other terms and conditions governing the grant of Bad Climate/ Unhealthy Locality Allowance shall continue to be applicable.
4. These orders shall take effect from September 1, 2008.
5. The rate of this allowance shall automatically increase by 25% whenever the Dearness Allowance payable on the revised pay structure goes up by 50%.
6. In case there are any other Special Compensatory Allowance(s) admissible at a particular place, the Railway employees working there will have the option to choose the allowance which benefits them the most.
