RBE No. 10/2005: RDSO – Restructuring Committee

Sub: Zonal railway status of RDSO – Recommendations of the Restructuring Committee of RDSO – Non-Technical Group ‘B’ Officers.
Consequent upon the grant of revised status to RDSO as a Zonal Railway, the Technical Group ‘B’ officers of RDSO were granted the pay scale of Rs.7500-12000 without prejudice to the outcome of Writ Petition No.3866/98, vide Board’s letter of even number, dated 09.03.2004 (RBE No. 55/2004).
The issue regarding grant of regular scale to Group ‘B’ Non-Technical Officer of RDSO has been under consideration of this Ministry and it has since been decided to grant the same to Group ‘B’ Officers as given below:-
(a) Asstt. Personnel Officers: The scale of Rs.7500-12000 will be admissible only to 5 (five) posts of Section Officers, who would be re-designated as APOs in accordance with the recommendations of the Restructuring Committee of RDSO. These pay scales, however, will be admissible after the balance 19 posts of Section Officers (Ministerial) are surrendered and incumbents re-deployed which would be need based.
(b) Private Secretaries: The cadre will be regulated in terms of instructions contained in Board’s letter of even number, dated 09.03.2004 subject to the following:-
(i) There will be 2 (two) posts of Private Secretaries attached to DG/ ADG in the scale of Rs.8000-13500.
(ii) There will be 4 (four) posts of Private Secretaries in the scale of Rs.7500-12000 attached to HAG Officers and will be on co-terminus basis. If the posts of officer is not operated in the HAG, then the PS attached to the post should also be in the lower grade, i.e., Rs.6500-10500. The post can be restored back to its original status as and when the officer of HAG rejoins.
(iii) There will be 20 (twenty) posts of Private Secretaries in scale Rs.6500-10500 (Group ‘C’) for Private Secretaries attached to HoDs.
(iv) The excess posts, if any, presently in operation in Private Secretaries’ cadre than mentioned above should be surrendered and incumbents re-deployed.
(c) Asstt. Library & Information Officer (ALIO): The scale of Rs.6500-10500 will be admissible to 1 (one) post of ALIO Group ‘B’ scale at par with Zonal Railways in terms of Board’s letter No.PC-IV/90/Imp/3, dated 12.10.1992 (RBE No. 170/1992), 02.05.1996 (RBE No. 41/1996), and 09.08.1996 (RBE No. 66/1996).
(d) Other Miscellaneous Posts: The scale of Rs.7500-12000 will be applicable to 1 (one) post of Section Officer (Hindi) to be re-designated as Assistant Hindi officer, 1 (one) post of Assistant Controller of Stores, 2 (two) posts of Junior Scientific Officer (Psycho), 1 (one) post of Assistant Traffic Officer and 41 (forty one) posts of Assistant Research Officer (M&C)/ Assistant Chemist and Metallurgist.
The grant of scale to Non-Technical Group ‘B’ Officers as above will be effective from 09.03.2004 as has been done in the case of Group ‘B’ Technical Officers of RDSO without prejudice to the out-come of Writ Petition No.3866/98 pending before the Hon’ble High Court of Delhi.
