RBE No. 06/2005: Apprentices – PLB

Sub: Payment of Productivity Linked Bonus to Apprentices – PNM/NFIR Item No.46/2004.

1.     A reference has been received from one of the Zonal Railways seeking clarification whether apprentices would be eligible for grant of Productivity Linked Bonus (PLB) if they are being paid stipend during the training period. This issue has also been raised by the Staff side in the PNM/NFIR Meeting as Item No.46/2004.

2.     The matter has been considered in consultation with the Establishment Directorate and it is reiterated that Apprentices, who are paid stipend during training period, will not be eligible for payment of PLB unless they are appointed to a regular post. Apprentices/ Trainees, including appointees on compassionate grounds, would be eligible for grant of PLB only if they are paid against a regular scale of pay while on training as per extant rules. It is further clarified that regular Group ‘D’ staff, who are appointed as Apprentice/ Trainee in Group ‘C’ and are paid stipend during the training period, will not be eligible for grant of PLB. They can, however, be considered for grant of PLB only if they opt and are allowed to draw pay as admissible to them in Group ‘D’ as per extant procedure.

3.         This issues with the concurrence of the Finance Directorate of the Ministry of Railways.
