Sub: Appointment on Compassionate Grounds – Delegation of Powers.

1. Attention is invited to Board’s referred to above. In order to simplify procedure of appointment on compassionate grounds, Board have decided that in supersession of provisions contained in letters ibid, powers are delegated to DRMs/ CWMs/ HODs to consider compassionate appointment in favour of widow/ widower or any ward of her/ his choice in respect of cases upto 20 years old from the date of death of the Railway employee. Further, wherever in individual cases of merit, it is considered that justification exists for extending consideration to cases where death of ex-employee took place over 20 years ago, prior approval of Ministry of Railways should be obtained by forwarding a detailed proposals with specific justification and personal recommendation of the General Manager in the prescribed format circulate as circulated vide Board’s letter No.E(NG)-II/87/RC-1/143, dated 19.04.1988 (RBE No. 80/1988).
2. Board have further decided to delegate powers to DRMs/ CWMs/ HODs for considering cases of appointment on compassionate grounds of wards/ widows of missing Railway railway employees which hitherto rest with General Managers Para 3(v) of Board’s letter No.E(NG)II/97/RC-1/210, dated 26.07.1998 (RBE No. 164/1998).
3. It is reiterated that at the time of considering such a request for compassionate appointment the competent authority should satisfy himself/ herself on the basis of a balanced and objective assessment of the financial condition of the family that the grounds for compassionate appointment in such cases is justified, having regard to the number of dependents, assets and liabilities left by the Railway employee, income of any member of the family, as also his liability, including the aspect of whether the earning member is residing with the family of the deceased employee and whether he provides any support to other members of the family. Other provisions contained in Board’s letter No.E(NG)-II/98/RC-1/64, dated 28.07.2000 (RBE No. 144/2000) may continue to be followed.
4. Such cases which have already been finalized in terms of letters under reference need not be reopened.
