RBE No. 03/2005: Composite Transfer Grant – CTG

Sub:     Grant of Composite Transfer Grant – clarification regarding.

1.     Certain doubts have been raised by one of the Railways regarding grant of Composite Transfer Grant to officers who are transferred and relinquish charge from the old HQs on or before 31.03.2004 but join the new HQs on or after 01.04.2004.  The issues have been examined in Board’s office and are clarified as under:

What should be the Composite Transfer Grant (CTG) payable to a staff/ officer, whose transfer order were issued on or before 31.03.2004, but who joined his new place of posting on or after 01.04.2004.

Entitlement of CTG shall be with respect to the pay of the post held by the officer at the time of relinquishment of charge from the old headquarters. For example, if an officer is transferred on or before 31.03.2004 and relinquished the charge of post at the old HQs on or before 31.03.2004, his entitlement for CTG shall be with respect to the pay of the post drawn by him at that time. Date of joining at the new place of posting on or after 01.04.2004 has nothing to do wherein relinquishment of charge at the old HQs has taken place before 01.04.2004.

(ii)

A staff/ Officer, who was relieved on or before 31.03.2004, but who joined his new place of posting on or after 01.04.2004.

As stated in para (i) above, the entitlement for CTG shall be with respect to the pay of the post held by the officer on the date he was relieved from the old HQs. Hence, inclusion of component of  50% D.P. (which came into existence w.e.f. 01.04.2004) for arriving at the quantum of CTG shall be applicable in case of transfers wherein employees have been relieved on or after 01.04.2004 from their old headquarters.

2.     Other terms and conditions governing payment of Composite Transfer Grant shall remain unchanged.
