RBE No. 02/2006: Amendment to IREM – ACS No.181

Sub: Amendment to IREM Vol-I (Para 201.1, 202.2, 203.1, 203.05, 204.1, 206.2).

The Ministry of Railways are pleased to direct that the Indian Railways Establishment Manual, Vol-I (1989 Edition) may be amended as per Advance Correction Slip No.181 enclosed.

Chapter II, Section ‘A’ – Rules governing promotion of Group ‘C’ staff to Group ‘B’ posts:-

1. Para 201.1 – In the existing para 201.1, substitute the figures “75%” and “25%” with “70%” and “30%”, respectively.

2. Para 202.2 – In the existing para 202.2:-
(i) The figure “20%” wherever occurring, should be substituted by “30%”
(ii) For the following headings and words:-

Vacancies for two years should be assessed carefully and to the vacancies so assessed an addition of 20% of the cadre including construction reserve should be made and for the total number of vacancies so determined, the panel should be formed

Vacancies for two years should be assessed carefully taking into account the vacancies in regular cadre (both permanent and temporary), as also in the construction and work-charged cadre/ posts instead of restricting to the ‘Construction Reserve’ only. To the assessment, thus, made an addition of 30% of the cadre in Group ‘B’ and Junior Scale including ‘Construction’ and ‘Work-charged’ posts should be made for unforeseen contingencies

3. Para 203.1: For the existing para 203.1 substitute the following:-
“Conditions of Eligibility: For the selection, all Group ‘C’ employees working on a regular basis in Grade the minimum of which is Rs.5000 in the revised scale and in the higher Group ‘C’ grades and who have rendered not less than 3 years of non-fortuitous service in the grade are eligible. There will be no distinction between permanent and temporary employees.”

4. Para 203.5: In the existing para 203.5, the words and figures “Rs.2000-3200 (RS)” should be replaced by “Rs.6500-10500 (RS)”.

5. Para 204.1: for the existing para 204.1, substitute the following:-
“Selection Procedure – The selection is based on a written test to adjudge the professional ability, viva-voce and assessment of record of service by the Selection Committee. The marks allotted and the qualifying marks under the different heads are as follows:-

6. Para 206.2: for the existing para 206.2, substitute the following:-
“Medical fitness of employees selected for promotion to Group ‘B’:-
Employees selected for promotion to Group ‘B’ service should be fit in all respects, including physical fitness, for the duties assigned to the particular category of posts to which the promotion is made. The Group ‘C’ employees qualifying in the selection for promotion to Group ‘B’ posts but not passing the prescribed medical standard should not be promoted to Group ‘B’ even on ad-hoc basis.”
