Railway Recruitment Boards: RBE No.42/1986 – Upgradation of NG posts in RRB

Sub: Upgradation of non-gazetted posts in the Railway Recruitment Boards.

On receipt of proposals from some of the Railway Service Commissions (now known as Railway Recruitment Boards) for upgradation on percentage basis for posts operated in their offices, orders were issued vide Board’s letter No.E(NG)II/80/RSC/23, dated 08.03.1982 laying down that the Ministry of Railways had no objection to senior staff working in Railway Recruitment Boards being promoted in the Railway Recruitment Board itself to the higher grade due to them on the railways if their retention in the Railway Recruitment Board was essential in administrative interest by the transfer of the up-gradation element from the concerned cadre on the Railways to the Railway Recruitment Board for the period they were required to be retained in the Railway Recruitment Board provided the railway concerned agrees to such a course of action in each such case. The Railway Recruitment Boards had been representing that they were facing problems as some Zonal Railways were not agreeing to release of the higher grade elements. The matter has been carefully examined by the Department of Railways who have decided that the Railways should, as a matter of course, transfer the higher grade element to the Railway Recruitment Boards as long as the staff are on tenure with the Railway Recruitment Board.
