Quarters: RBE No. 144/1986: Reservation for SC/ST employees

Sub: Housing facilities – Railway Employees belonging to SC/ST where the number of Railway quarters is 50 or more.
Ref: Board’s letter No.82/E/(SCT)/26/2, dated 27.09.1983.
In this Department’s letter quoted above, it was desired that reservation of 10% of Type-I and II Railway Quarters should be made in favour of SC/ST employees in all the areas where the number of quarters is 50 or more. It was further desired that the representatives of SC/ST employees should also be included in the Housing Allotment Committee in all the places where it exists.
In this connection, clarification on the following points which have since been raised by some of the Zonal Railways, are given below:
1. Whether the reservation in allotment of quarters will apply only in non-essential categories?
Clarification: Yes
2. Since the allotment of quarters is made according to various departmental pools, whether the reservation rules will be applicable to pools where the number of quarters is less than 50?
Clarification: Yes, since the reservation is made against the total number of quarters at a station and not against the number of quarters in a particular pool.
3. Whether the reservation, as indicated in Board’s letter dated 27.09.1983 will be made applicable where the allotment in favour of SC/ST has already reached the prescribed percentage?
Clarification: No. In this connection, attention is invited to Board’s letters No.E (G)/70/QR1/16, dt. 27.07.1972, E(G)70 QR1-16, dated 08/09.01.1975 and E(G)70 QR1-16, dated 28.09.1981 according to which two waiting lists are to be maintained – one general waiting list and another special waiting list for SC/ST Railway employees for allotment against 10% quota in type-I and II and 5% in type-III and IV. The SC/ST employees who are senior enough and are covered in general waiting list in their turn will be given allotment from the general pool quota. The special list will be operated only if the accommodation provided on the general list falls short of this percentage.
