Sub: Recommendation of Railway Reforms Committee – Conditions for promotion within Group ‘C’ – Instructions regarding.
1. Reference this Ministry’s letter of even number dated 19.02.1987 (RBE No. 28/1987) stipulating inter alia that for promotion within Group ‘C’ staff should ender a minimum of two years service in the immediate lower grade for being eligible for promotion to higher grade.
2. Reference have been received from some Railway Administrations seeking clarifications with reference to instructions contained in this Ministry’s letter referred to above. The same have been considered. The points raised for clarification and the clarification thereon are given below in juxtaposition:-

Whether the zone of consideration for promotion to selection posts is required to be confined to the immediate lower grade and instructions existing prior to issue of these instructions permitting staff being considered from two grades below, stand superseded. | Yes. |

If the answer to (1) above is in affirmative, whether the instructions dated 19.02.1987 (RBE No. 28/1987) will also apply to posts like Welfare Inspectors, Law Assistants etc. for which AVC has been laid down by the Board permitting staff with prescribed qualifications and length of service requirements being considered. From grade below the immediate lower grade also. | In respect of categories of posts for which the mode of filling up the vacancies has been laid down by the Board the said instructions may continue to be followed notwithstanding the instructions contained in their letter dated 19.02.1987 (RBE No. 28/1987). |

Whether the instructions contained in Board’s letter dated 19.02.1987 (RBE No. 28/1987) should apply to selections in process as on date of issue of these instructions. | There is no objection to selections already notified on the date of issue of these instructions being finalized, in terms of instructions in force at the relevant point of time in so far as the provisions of the letter of 19.02.1987 (RBE No. 28/1987) are concerned. |
