PRCP: Post Retirement Complimentary Passes & Widow Passes

Sub: Complaints regarding non-compliance of Board’s letter No.2022/E(W)/01/02/5, dated 03.02.2023 (RBE No.24/2023) in issuing Post Retirement Complimentary Passes (PRCP)/Widow Passes (WP).

1. All India Railwaymen’s Federation vide their above referred letter have brought to the notice of Board that Pass Issuing Authorities across Zonal Railways/ PUs are violating instructions contained in Board’s letter dated 03.02.2023 (RBE No.24/2023) and are not issuing entitled number of PRCPs/ WPs to railway employees/ their widows who have retired/ demised under different CPC regimes. Similar requests have also been received from various retired railway employees, Pensioners’ Associations, etc.

2. In this context, it is stated that with the approval of the Competent Authority, PRCP entitlements for railway employees retired in the same level under different CPC regimes were rationalized and it was decided that “Status-cum PLPM” shall be the uniform criterion for PRCP entitlement. The decision was conveyed to all ZRs/PUs vide Board’s letter dated 03.02.2023 (RBE No.24/2023) with directions to refix PRCP/ WP entitlement corresponding with the “Status-cum-PLPM/ Notional PLPM” indicated in the PPOs/ revised PPOs. These instructions are reiterated for strict compliance.
