Sub: Reservation of posts for the physically handicapped persons in Group ‘C’ & ‘D’ posts/ services under the Central Government intimating of vacancies.
1. Attention is invited to instructions contained in Board’s letter No.E(NG)II/80/RC-1/67, dated 23.03.1981, wherein it has been mentioned that in addition to special employment exchanges and ordinary employment exchanges, the nearest Vocational Rehabilitation Centres (as per the list enclosed therein) may also be asked to nominate suitable handicapped persons.
2. The Ministry of Personnel, Public Grievances & Pensions (Department of Personnel and Training) have decided that in addition to the Employment Exchange and Vocational Rehabilitation Centres for Physically Handicapped, the six National Level Rehabilitation Institutes mentioned in their OM No.14024/2/93-Estt. (D), dated 06.02.1995, will also nominate suitable persons in respect of vacancies reserved for physically handicapped in Group ‘C’ and Group ‘D’ posts/ services. In this connection a copy of Official Memorandum No.14024/2/93-Estt. (D), dated 06.02.1995 of the Ministry of Personnel, Public Grievances & Pensions (Department of Personnel and Training) is enclosed for strict compliance on the Zonal Railway and Production Units etc.

OFFICIAL MEMORANDUM
Sub: Reservation of posts for the physically handicapped persons in Group ‘C’ & ‘D’ posts/ services under the Central Government intimation of vacancies.
The undersigned is directed to invite the attention of the Ministries/ Departments to the following instructions on the above subject.
(1) OM No.39016/6/77 Estt. (C), dated 04.11.1977,
(2) No.14016/3/79-Estt. (D), dated 21.05.1979,
(3) No.14016/1/81/Estt. (D), dated 09.02.1981
2. It has been decided by the Ministry of Labour in consultation with the Ministry of Welfare that in addition to the Employment Exchange/ Special Employment Exchange and Vocational Rehabilitation Centres for physically handicapped the following six National Level Rehabilitation Institutes will also nominate suitable persons in respect of vacancies reserved for physically handicapped in Group ‘C’ and Group ‘D’ posts/ services:-
(1) National Institute for the Visually Handicapped, 116, Rajpur Road, Dehradun-248001,
(2) National Institute for the Orthopedically Handicapped, B.T. Road, Bon-Hooghly, Calcutta-700090,
(3) National Institute for the Mentally Handicapped, Manovikas Nagar, P.O. Bownepally, Secunderabad-500011,
(4) National Institute of Rehabilitation of Research and Training Centre, Olatpur, P.O. Beiroi, Cuttack, Orissa,
(5) Ali Yauar Jung National Institute for the Hearing Handicapped, Kishaan Chand Marg, Bandra (W), Bombay-400050,
(6) Institute for the Physically Handicapped, 4, Vishnu Digamber Marg, New Delhi-110002.
3. It is requested that all appointing authorities may be suitably instructed to endorse a copy of their requisition sent to the Employment Exchange/ Special Employment Exchange/ Vocational Rehabilitation Centres for Physically Handicapped to the above mentioned Institutions also, for nominating physically handicapped persons. It may, however, be mentioned that the employers would be required to fulfill their obligations as laid down under Employment Exchange (Compulsory Notification of Vacancies) Act by notifying vacancies to the appropriate Employment Exchange also, while utilizing any of the above Institutes for filling up the vacancies after grant of such co-sponsoring powers.
4. Ministry of Finance etc. to bring the above decision to the notice of all concerned for strict compliance.
