Sub: Recruitment against physically handicapped quota.

1.     As per the extant instructions contained in Board’s letters E(NG)II-80/RC1/67, dated 23.03.1981 – E(NG)II-95/RC-2/10, dated 11.09.1995 (RBE No.99/1995), the vacancies reserved for recruitment of physically handicapped persons are to be notified to Employment Exchanges, Special Employment Exchanges and the nearest Vocational Rehabilitation Centres & National Level Rehabilitation Institutes for the physically handicapped. The reserve vacancies are not only to be notified to such agencies but also to be filled through them. 

2.     Pursuant to the directives of the Supreme Court in the matter of Excise Superintendent, Malkapatnam Krishna District v. K.B. Nageswara Rao & Ors. [1996 (6) Scale 676] the procedure for recruitment of physically handicapped the Railway has been reviewed by the Board in consultation with Ministry of Personnel, Public Grievances & Pension (Department of Personnel & Training) and it has been decided that in future, in the matter of recruitment of physically handicapped, in addition to the Employment Notices being supplied to the Employment Exchanges, Special Employment Exchanges, Vocational Rehabilitation Centres & National Level Rehabilitation Institutes as at present, the Employment Notices will also be published in the “Employment News” published by the Publication Division, Ministry of Information & Broadcasting Govt. of India and displayed on the Office Notice Board of the offices under the control of recruiting authority/ establishment and all those who apply against such notices should also be considered along with those sponsored by the Exchanges, etc. on equal footing.
