302. Seniority In Initial Recruitment Grades/प्रारंभिक भर्ती वाले ग्रेड में वरिष्ठता

Unless specifically stated otherwise, the seniority among the incumbents of a post in a grade is governed by the date of appointment to the grade. The grant of pay higher than the initial pay should not, as a rule, confer on a railway servant seniority above those who are already appointed against regular posts. In categories of posts partially filled by direct recruitment and partially by promotion, the criterion for determination of seniority should be the date of regular promotion after due process in the case of promotee and the date of joining the working post after due process in the case of direct recruit, subject to maintenance of inter-se-seniority of promotees and direct recruits among themselves. When the dates of entry into a grade of promoted railway servants and direct recruits are the same they should be put in alternate positions, the promotees being senior to the direct recruits, maintaining inter-se-seniority of each group.

जब तक विनिर्दिष्ट रूप से अन्यथा ना कहा गया हो, किसी ग्रेड में पद के पद धारियों के बीच वरिष्ठता उस ग्रेड में नियुक्ति की तारीख से शासित होगी । यदि किसी रेल कर्मचारी को प्रारंभिक वेतन से अधिक वेतन दिया जाए, तो इससे, नियमतः उन कर्मचारियों से ऊपर वरिष्ठता नहीं मिलेगी जो पहले से नियमित पदों पर नियुक्त हैं । पदों की उन कोटियों में जिनका कुछ भाग सीधी भर्ती द्वारा और कुछ भाग पदोन्नति द्वारा भरा जाता है, वरिष्ठता निश्चित करने का मापदंड पदोन्नति पाने वालों के संबंध में सम्यक प्रक्रिया के बाद नियमित पदोन्नति की तारीख और सीधी भर्ती वालों के संबंध में कार्य पद पर कार्यभार संभालने की तारीख होनी चाहिए, वशर्तें पदोन्नति पाने वाले उम्मीदवारों और सीधी भर्ती वाले उम्मीदवारों में परस्पर वरिष्ठता बनाई रखी जाए । जब पदोन्नति पाने वाले रेल कर्मचारियों और सीधी भर्ती वाले उम्मीदवारों की किसी ग्रेड में प्रवेश की तारीख एक ही हो, तब उन्हें एकांतर स्थानों पर रखा जाना चाहिए । पदोन्नति पाने वाले सीधी भर्ती वाले उम्मीदवारों से वरिष्ठ होंगे और प्रत्येक समूह की आपसी वरिष्ठता बनाए रखी जाएगी ।

NOTE/टिप्पणी:
(i) In case the training period of a direct recruit is curtailed in the exigencies of service, the date of joining the working post in case of such a direct recruit shall be the date he would have normally come to a working post after completion of the prescribed period of training.

यदि सेवा की अति आवश्यकता के कारण किसी सीधी भर्ती वाले कर्मचारियों की प्रशिक्षण अवधि में कमी की जाती है तो उसके मामले में कार्य पद पर कार्य ग्रहण करने की तारीख वह होगी जिस तारीख को वह प्रशिक्षण की विहित अवधि पूरी करने के पश्चात सामान्य रूप से कार्य पद पर आया होता ।

(ii) The Provision contained in Note (i) above will also apply to the Inter Apprentices and departmentally selected candidates against the quotas prescribed in certain categories to be filled by Limited Departmental Competitive Examination (such as 10% in the case of Traffic and Commercial Apprentices).

उपर्युक्त टिप्पणी (1) में अंतर्विष्ट को उपबंध इंटर अप्रेंटिसों और सीमित विभागीय प्रतियोगी परीक्षा द्वारा भरी जाने वाली कतिपय कोटियों में विहित कोटे (जैसे यातायात और वाणिज्य अप्रेंटिसों के मामले में 10%) के अंतर्गत विभागीय रूप से चुने गए उम्मीदवारों पर भी लागू होंगे।
