IREC Rule No.1309: [FR-9(28)] Substantive Pay

1309. [FR-9(28)] Substantive Pay:-

Substantive Pay means the pay other than special pay, personal pay or emoluments classed as pay by the President under Rule 1303(iii), to which a railway servant is entitled on account of a post to which he has been appointed substantively or by reason of his substantive position in a cadre. 

NOTE: In the case of a person with a lien on a permanent post under a State Government, Substantive Pay means the ‘substantive pay’ as defined in the relevant rules of the State Government concerned.
