Sub:   Group Insurance Scheme – Not applicable to adhoc employees.

1. Please refer to Addl. Executive Director, Pay Commission, Railway Board’s letter No.PCIII/80/GIS/1,     dated 21.11.1980 under which the Ministry of Finance OM No.F-15(3)/78-WIP, dated 31.10.1980 was circulated to all the Railways/ Production Units etc. making it clear that the Group Insurance Scheme is not applicable to adhoc employees. This position was further reiterated in the Ministry of Finance OM No.15(3)/78-WIP, dated 27.12.1980 circulated vide Railway Board’s letter No.PCIII/80/GIS/1, dated 17.01.1981.

2.     In spite of these instructions it has come to the notice of the Board that on some Railway adhoc AMOs have been enrolled as members of the Group Insurance Scheme, which is irregular.

3.     It is, therefore, desired that suitable corrective action should be taken immediately by stopping further recoveries from such employees and the amounts recovered refunded immediately. It should also be ensured that recurrence of this nature is avoided.
