Fixed Deposits: RBE No.59/1986 – Rule 18(3) of the Railway Services (Conduct) Rules

Sub: Railway Services (Conduct) Rules, 1966 – Clarifications regarding investment in Fixed Deposits, N.S.C., U.T.I.s etc.

1.     Attention is invited to Board’s letter No.E(D&A)76 GS 1-35, dated 13.12.1976 regarding investment in Fixed Deposits etc. A copy of the D.O. P&T’s O.M. No.11013/5/81-Estt.(A), dated 12.05.1982, clarifying the position further, is circulated herewith for information and guidance. Clarification contained in para 4 of Board’s letter ibid may therefore be treated as modified accordingly.

2.     It is also pointed out that investment in National Savings Certificates, Units of the Unit Trust of India also attract the provision of Rule 18(3) in as much as such certificates and units are also “securities” within the meaning of Explanation 1(a) to Rule 18. The above clarifications may be brought to the notice of all concerned.
