Fixation of Pay: RBE No.145/1986 – Assistant Station Masters

Sub: Fixation of Pay of Assistant Station Masters on revision of their authorised Scale of Pay with effect from 01.04.1964.
1. In terms of Board’s letter No.E(P&A)II-80/FE-4/2, dated 08.09.1980, it was decided that the pay of Assistant Station Masters should be re-fixed proforma under Rule 2018-B (FR 22C) R-II, in the substituted Authorized Scale of pay of Rs.130-4-150-5-175-6-205-EB-7-240 (with a minimum start of Rs.150) with effect from 01.04.1964. Earlier, the fixation of pay in the substituted scale was allowed with effect from 01.04.1964 under Rule 2017(a)(i) R-II.
2. NFIR have represented that as a result of application of the said orders on re-fixation of pay, there has been drop in emoluments on further promotion in certain cases. NFIR have quoted a case where the re-fixation of pay has resulted in a drop in emoluments after 18.01.1977, when the employee got promoted to the next higher grade, on account of the shift in the date of increment consequent to fixation of pay under FR 22C.
3. As a result of discussions with NFIR in the PNM meetings, the Board have decided that such drop in emoluments should be protected by the grant of Personal Pay absorbable in increases in pay occurring after 08.09.1980 (the date of issue of orders allowing re-fixation under FR 22C). The Statement at Annexure-A illustrates the proposed regulation of pay in the types of cases referred to by NFIR.
4. This has the sanction of the President and issues with the concurrence of the Finance Directorate of the Department of Railways.
