Sub: Participation of Labour in Management – Setting up of Zonal Corporate Enterprise Groups on Indian Railways – Treatment of the period spent by Staff Side representatives in attending meeting of CEG.
1.0 In partial modification of instructions contained in Item-III of Para 1 of this Ministry’s letter No.E(LL)77/WPM/2-2, dated the 4th April 1978 and letter No.E(LL)82/WPM/2-2, dated 10/13.05.1985 (RBE No.137/1985), it has been decided that a member attending a meeting of the Zonal/ Divisional CEG will be entitled to a Daily Allowance at the normal rate admissible to him subject to a minimum of Rs.65 per day at places classified as Class ‘A’ cities and Rs.40 at other places when the member avails himself of Government or Public Sector Guest House or makes his own arrangements.
2. Daily Allowance for fraction of a day occurring during absence from the Headquarter (other than local journey) should be drawn in the following matter:
(i) for absence not exceeding 6 hours – Nil
(ii) for absence exceeding 6 hours but not exceeding 12 hours – 70% of the normal rates
(iii) for absence exceeding 12 hours – Full Daily Allowance
3. These orders take effect from the date of issue and issues with the concurrence of the Finance Directorate of the Ministry of Railways.
This has the sanction of the President.
