Complimentary Passes: RBE No.79/1986 – To Non-railwaymen

Sub:   Grant of Complimentary Passes to non-railwaymen/ organisation.

1.     Reference Board’s circular letter No.E(Trg.)I-69 PS5-6/57, dated 10.02.1970 (Copy enclosed for ready reference).

2.     Particular attention is invited to para 2 of the circular ibid. Certain cases have, however, come to notice of the Department of Railways wherein passes had been issued without prior approval of the Board, as desired. In such cases post-facto approval had to be given when such cases were brought to their notice subsequently. The Department of Railways, would like to reiterate that their prior approval should invariably by obtained in all such cases where non-railway organisations not connected with railway work for which no definite rules or orders of the Board exist, are required to be issued complimentary cheque passes.

Sub: Grant of special (complimentary) passes to non-Railwaymen/ Organisation – powers of General Managers.

1.     In para 1515 – Indian Railway Establishment Manual, it has been laid down that the General Manager may exercise his discretion in the grant of special passes provided:-

(a)   the rules or orders issued from time to time do not specifically prohibit the issue of such passes; and

(b)   no definite rules such as those prescribed in the Manual or orders by the Railway Board exist.

2.     It is clarified that all cases for the grant of complimentary passes to non-railwaymen/ organisations not connected with railway working which are not “customary” i.e. for which no definite rules or orders of the Railway Board exist, are to be referred to the Railway Board for sanction.

3.     It is also clarified that any special (complimentary) passes which are “customary” i.e. to non-railwaymen/ organisations like members of Committees viz., Railway Users Consultative Committees and Sub-Committees thereof, the Passenger Amenities Committees etc., which may be issued by the Genera! Manager in terms of para 1515 of the Manual should not be of a class higher than the First Class and as already notified in Board’s letter of even number dated 10.07.1969, such passes should be without attendant in third class.
