Compassionate Grounds Appointment – Medically De-categorized Staff

Sub: Compassionate grounds appointment to the dependent of medically de-categorized/ incapacitated staff – instructions thereon.

The matter of consolidation of existing instructions on the above subject has been raised by the staff side in DC/JCM Meeting vide item No.06/2007.
In view of the above, all out efforts have been made and a compendium of instructions from 1979 onwards on compassionate grounds appointment to dependents of a medically de-categorized/ invalidated Railway employee has been prepared for ready reference. A copy of the same is attached herewith.
While referring to this compendium, the circulars referred should be read for proper appreciation. The circulars mentioned are only consolidation of the instructions issued so far and should not be treated as substitution to the originals, unless specifically indicated.
Further, if any circular/ instruction on the subject which has not been superseded has not been taken into consideration while preparing this compendium, the said circular/ instruction missed through oversight should be treated as valid and operative.
