Sub: MRs speech during the course of Budget Discussion in Rajya Sabha for 1996-97 – Appointment on compassionate grounds.
1. During the course of Budget discussion in Rajya Sabha for 1996-97, attention was drawn to the delay in making compassionate appointments.
1.1 MR has directed that appointment should be given as per rules within the stipulated time period and that non- compliance of the instructions will be viewed very seriously.
2. Attention in this connection, is drawn to Board’s letter No.E(NG)III/78/RC1/1, dated 07.04.1983 wherein a time limit of one month is laid down within which appointment should be given in priority (i) cases and three months in cases relating to priority (ii) and (iii) cases, subject to vacancies being available.
3. Further in terms of Board’s letter No.E(NG)II/92/RC-1/112, dated 22.11.1994 (RBE No.101/1994) it has inter alia been laid down that the very purpose of compassionate appointment is to provide immediate relief to the family and if the offer of appointment is delayed, then the object of the scheme is defeated.
4. It is, therefore, reiterated that keeping in view the directives of MR concerted effort should be made by the Administrations to ensure that compassionate appointment cases are processed and finalized at the earliest so that there are no delays, in the eligible and suitable candidate getting appointed.
