Sub: Appointment on compassionate grounds.
Ref: Your D.O. letter No.E/RE/Con/17/1/83, dated 27.03.1985.
Ministry of Railways have considered your proposal regarding General Managers of Construction Organisations/ Projects being authorised to make appointments on compassionate grounds. After careful consideration, they have decided that appointments on compassionate grounds can be made by the Railway Electrification administration in their organisation subject to the following conditions:
(i) It would be permissible only in the case of death of a serving employee of the Central Organization Railway Electrification.
(ii) The deceased should have been a regular employee drafted from the Zonal Railway or a production unit.
(iii) The parent railway has agreed in writing to providing him (the compassionate appointee) a lien in one of their cadres in the relevant category.
(iv) The appointment should be made only in the initial recruitment grade.
(v) The appointment should be permissible in terms of general instructions governing compassionate appointments issued by the Ministry.
(vi) A.C.M.’s approval will be obtained in every case of such appointment.

Sub: Appointment on compassionate ground.
AGM/RE in exercise of the powers of General Manager, made certain appointment on compassionate ground purely considering the straitened circumstances under which the family of the deceased Railway servant was passing through. When the papers were sent to the parent Zonal Railway of the deceased Railway servant for provision of paper lien to the appointee on compassionate ground, the Zonal Railway raised objection stating that the General Managers of Construction Organisation/ Projects are not empowered to make such appointments. However, after thoroughly shifting the matter, I could not lay my hands on any orders debarring General Managers of Construction Organisation/ Projects from making appointment on compassionate grounds.
I would therefore, request you to kindly let me know whether or not General Managers of Construction Organisation/ Projects are empowered to make such appointments in group ‘C’ posts in the event of any such eventualities having taken place on their, projects.
