Allowances: RBE No.14/1989 – Railway servants serving in the North Eastern Region

Sub:   Allowances and facilities for Railway servants serving in the North Eastern Region. 

Ref: Board’s letter No.F(E)I/86/AL-4/7, dated 07.05.1987.                  

1. Pursuant to the decision of the Government, to make suitable improvements in the allowances and facilities  to Central Government employees posted in the North-Eastern Region comprising the States of Assam, Meghalaya, Manipur, Nagaland, Tripura, Arunachal Pradesh and Mizoram, it has been decided to enhance the rate of Special Duty Allowance. As such, sub-para (i) of para 4 of this Ministry’s letter No.E(G)83/AL-12/8, dated 06.02.1984, as amended vide Board’s letter No.F(E)I/86/AL-4/7, dated 07.05.1987 may be further amended as under: 

4(i) Special (Duty) Allowance:

“Railway employees who have all-India transfer liabilities or who are drafted in the exigencies of public service to serve in the N.E. Region of N.F. Railway on tenure basis will be granted a Special (Duty) Allowance at the rate of 12-1/2% of basic pay, subject to a ceiling of Rs.1000 p.m. on posting to any location of the N.F.  Railway in the N.E. Region. Special (Duty) Allowance will be in addition to any Special pay and/or Deputation (Duty) Allowance already being drawn subject to the condition that the total of such Special (Duty) Allowance plus Special pay/ deputation (Duty) Allowance will not exceed Rs.1000 per month. However, Special Compensatory (Remote Locality) Allowance, Construction Allowance and Project Allowance wherever admissible and drawn, will continue to be paid without reference to the ceiling of Rs.1000 herein mentioned.

“The Railway employees who are members of Scheduled Tribes and are otherwise eligible for the grant of Special (Duty) Allowance under this para and are exempted from payment of Income-tax under the Income-tax Act will also draw Special (Duty) Allowance”.

2. Pay means in the revised scales of pay introduced under the Railway Services (Revised Pay) Rules, 1986. In the case of those who retain the existing scale of Pay, it will include besides pay in the pre-revised scale of pay, appropriate dearness allowance, Additional DA, Dearness pay, ad hoc DA and Interim Relief thereon at the rates in force on 31.12.1985.

Note: Pay means pay as defined in Rule 2003(21)(a)(i).

3. These orders take effect from 01.12.1988, and will remain in force till they are modified or withdrawn.

4. This has the sanction of the President.

5. Other terms and conditions for grant of this allowance will remain unchanged.
