Ad-hoc Bonus: RBE No.237/1987 – 25 Days Ad-hoc Bonus To RPF/RPSF Personnel

Sub:  Grant of Ad-hoc bonus for 25 days to RPF/RPSF personnel for the year 1986-87.                                  

1. An ad-hoc bonus equivalent to 23 days emoluments was sanctioned for RPF/RPSF personnel who are not eligible for bonus under the existing PLB scheme applicable to other Railway employees, for the year 1985-86, vide this Ministry’s letter No.E(P&A)II-86/PLB-9, dated 22.10.1986 (RBE No.204/1986), pending evolution of a formula for such categories of Central Government employees who are not covered by existing PLB schemes or separate formulae for each sector.       

2. Pending evolution of such formula(e), the President is now pleased to decide that RPF/RPSF personnel who are not eligible for bonus under the existing Productivity Linked Bonus Scheme on the Railways may be granted an ad-hoc bonus equivalent to 25 days’ (twenty-five days) emoluments for the year I986-87. 

The benefit will be admissible subject to the following terms and conditions:-

3. (i)  Only those employees who were in service on 31.03.1987 and have rendered at least six months of continuous service during the year 1986-87 will be eligible for payment under these orders. Pro rata payment will be admissible to the eligible employees for periods of continuous service during the year, ranging from 6 months to a full year, the eligibility period being taken in terms of number of months of service (rounded to the nearest number of months).

(ii) The employees drawing emoluments upto and including Rs.2500 p.m. as on 31.03.1987 will be eligible for the payment.  However, in respect of the employees drawing emoluments more than Rs.1600 p.m. but not exceeding Rs.2500 p.m. the ad-hoc bonus will be calculated as if the emoluments were Rs.1600 p.m. 

(iii)  The quantum of ad-hoc bonus admissible under these orders will be worked out on the basis of emoluments as admissible on 31.03.1987. The term ‘emoluments’ occurring  in these orders will be and include Basic Pay, Personal Pay, Special Pay,  Deputation (Duty) Allowance and Dearness Allowance and will also include Additional Dearness Allowance and Interim Relief in the case of employees who had not opted for the revised scales of pay on 31.03.1987, but, will exclude other Allowances such as House Rent Allowance, Compensatory (City) Allowance, Special Compensatory (Remote Locality) Allowance, Bad Climate Allowance, Children’s Education Allowance, etc.

(iv) All payments under these orders will be rounded off to the nearest rupee. 

(v) In matters where the aforesaid provisions are silent, clarificatory orders issued vide Ministry of Railways, Letter No.E(P&A)II-79/HW1 (A), dated 09.05.1984 would hold good. 

4. Keeping in view the introduction of the revised  scales of pay and the admissibility of ration subsidy as well as ad-hoc bonus sanctioned from time to time, the Ministry of Railways have decided that the instructions contained in their letters No.E(P&A)II-81/PLB-15, dated 12.01.1982 and 31.05.1984 shall no longer remain in force. Accordingly all RPF/RPSF staff, regardless of whether they are in uniform or out of uniform and regardless of place of their posting, shall be eligible only for ad-hoc bonus in terms of these orders.       

5. A complete progress report and statement as in Annexure ‘A’ tabulating the payments made for the year 1986-87 should be submitted positively by 31.12.1987. A grant-wise statement as in Annexure ‘B’ duly vetted by your FA & CAO should also be submitted by 1st June l988. The statement vide Annexure ‘A’ will be  required for formulating the Railway budget for the year 1988-89 and the target date should, therefore, be very strictly adhered to.      

6. This issues with the concurrence of the Finance Directorate of Ministry of Railways.
