Ad-hoc Bonus: RBE No.204/1986 – To RPF/RPSF Personnel

Sub: Grant of Ad-hoc bonus for 23 days to RPF/RPSF personnel for the year 1985-86.

1.     An ad-hoc bonus equivalent to 23 days emoluments was sanctioned for RPF/RPSF personnel who are not eligible for bonus under the existing PLB scheme applicable to other Railway employees for the year 1984-85 vide this Ministry’s letters No.E(P&A)II-79/HW-1(A), dated 11.10.1985 (RBE No.287/1985) & 23.12.1985 (RBE No.342/1985), pending evolution of a formula for such categories of Central Government employees who are not covered by existing PLB Schemes or separate formulae for each sector.

2.     Pending evolution of such formula(e), the President is now pleased to decide that RPF/RPSF personnel who are not  eligible for bonus under the existing Productivity Linked Bonus Scheme on the Railways may be granted an ad-hoc bonus equivalent to 23 days’ (twenty three days) emoluments for the year 1985-86.

3.     The benefit will be admissible subject to the following terms and conditions:-         

(i)    Only those employees who were in service on 31.03.1986 and have rendered at least six months of continuous service during the year 1985-86 will be eligible for payment under these orders. Pro rata payment will be admissible to the eligible employees for periods of continuous service during the year, ranging from 6 months to a full year, the eligibility period being taken in terms of number of months of service (rounded to the nearest number of months.)       

(ii)    The employees drawing emoluments upto and including Rs.2500 p.m. as on 31.03.1986 will be eligible for the payment. However, in respect of the employee drawing emoluments more than Rs.1600 p.m. but not exceeding Rs.2500 p.m. the ad-hoc bonus will be calculated as it the emoluments were Rs.1600 p.m.        

(iii)   The quantum of ad-hoc bonus admissible under these orders will be worked out on the basis of emoluments as admissible on 31.03.1986. The term ‘emoluments’ occurring in these orders will be and include  Basic Pay, Personal Pay, Special Pay, Deputation (Duty) Allowance, but, will exclude Interim  Relief and other Allowances such as House Rent Allowance, Compensatory (City) Allowance, Special Compensatory (remote Locality) Allowance, Bad Climate Allowance, Children’s Education Allowance, etc. However, in respect of Staff who may opt for the new scales of pay introduced on the recommendations of the Fourth Pay Commission, from a date on or before 31.03.1986, the entitlement to ad-hoc bonus may be recalculated and adjustments by way of recoveries/ additional payments made in due course.

(iv)   The payment will be subject to the condition that the difference between the ad-hoc bonus payments and the entitlement to the number of days of bonus, which would be calculated on the basis of an approved formula for the accounting year 1985-86, would be refundable by the employees concerned.

(v)   All payments under these orders will be rounded off to the nearest ten paise.      

(vi)   In matters where the aforesaid provisions are silent, clarificatory orders issued vide Ministry of Railways, Letter No.E(P&A)II-79/HW1(A), dated 09.05.1984 would hold good.       

4.     Rakshaks/ Head Rakshaks of the RPF staff who are eligible for PLB in terms of this Ministry’s letter No.E(P&A)II-81/PLB-15, dated 12.01.1982, are not eligible for ad-hoc bonus for 23 days in terms of these orders.       

5.     A complete progress report and statement as in Annexure ‘A’ tabulating the payments made for the year 1985-86 should be submitted positively by 31.12.1986. A grant-wise statement as in Annexure ‘B’ duly vetted by your F.A. & C.A.O. should also be submitted by 1st June, 1987. The statement vide Annexure ‘A’ will required for formulating the Railway budget for the year 1987-88 and the target date should, therefore, be very strictly adhered to. 

6.     This issues with the concurrence of the Finance Directorate of Ministry of Railways.
