RBE No.70/2018: Transfer – Placement Committee

Sub: Implementation of Hon’ble Supreme Court judgment dated 31.10.2013 in WP(C) 82/2011 – Posting/ transfer on Railways – Corrigendum – reg.

1. In continuation to Board’s letter No.E(NG)I-2013/TR/7, dated 21.09.2015 (RBE No.109/2015), it has further been decided to replace Para 2(ii)of Board’s letter No.E(O)III-2014/PL/03, dated 10.06.2014 as under:

(iii) For officials of the Level-11 and above in Zonal Railways Headquarters:
(a) One officer of Personnel Branch at least one scale below the Cadre Controlling Authority (minimum Junior Scale).
(b) One officer of the concerned Department at least one scale below the Cadre Controlling Authority (minimum Junior Scale).
(c) One officer outside the Department at least one scale below the Cadre Controlling Authority (minimum Junior Scale).
Competent authority: The Competent Authority to accept the recommendations of the above Placement Committee shall be concerned HOD.

2. Simultaneously in supersession of para 12 of Board’s letter No.E(O)III-2014/PL/03, dated 29.08.2014, it is hereby clarified that mutual transfer and one way request transfer cases may be kept out of the Ambit of placement committee.
