Sub: Reckoning of Charge Allowance as Pay for the purpose of payment of Productivity Linked Bonus.
1. A doubt has arisen whether Charge Allowance granted to Group ‘A’ Officers on ad hoc promotion to JA grade in terms of Board’s letter No.E(O)III-87/PL/1, dt. 12.08.1987, should be included in the definition of “wages” for determining the entitlement to Productivity Linked Bonus.
2. The term “wages” for the purpose of determining the entitlement to Productivity Linked Bonus has been defined clearly in the Agreement to include pay as defined in Rule 2003(21)(a)-R.II and Dearness Allowance sanctioned from time to time. Since the Charge Allowance granted to Group ‘A’ Officers on their ad-hoc promotion to JA Grade does not have the characteristics of pay under Rule 2003(21)(a)-R.II, it cannot be treated as wages for the purpose of grant of Productivity Linked Bonus.
3. This has the concurrence of the Finance Directorate of the Ministry of Railways.
