Sub: Ban on creation of posts.
1. Instructions have been issued from time to time on ban on creation of posts/ filling up of vacancies and relaxation thereof. Attention in particular is invited to the clarifications given in Ministry of Railways (Railway Board)’s letter No.E(G)82 EC 2-2, dated 12.07.1984. As regards ban on filling of vacancies certain relaxations were indicated in Ministry of Railways (Railway Board’s) letter of even number dated 29.07.1986 (RBE No.132/1986).
2. It has been represented that posts required for manning of new assets including new organisations, new trains etc., are not getting created. In accordance with the instructions contained in Para 2(1) of Ministry of Railways (Railway Board’s) letter No.E(G)82 EC2-2, dated 12.07.1984, posts required for operation/ utilisation of new assets could be created by General Managers by matching surrender. In partial relaxation of these orders, it has been decided that wherever it is not possible for the General Managers to do so, such proposals with suitable justification should be sent to the Board with the concurrence of the FA&CAO. The proposal should, inter alia indicate whether it would be possible to set off surplus staff at a later date, if likely to be available. Having regard to the need for utmost economy, proposals should be made only for the barest minimum requirement of staff and Associated Finance must thoroughly examine the proposals in totality, from all angles, before forwarding the same to the Board.
3. This issues with the concurrence of the Finance Directorate of the Railway Board.
