House Rent Allowance: RBE No.19/1987 – Grant of HRA & CCA in Gurgaon

Sub: Grant of House Rent Allowance and Compensatory (City) Allowance to Railway employees working in Gurgaon.

1.     The question of grant of House Rent Allowance and Compensatory (City) Allowance at the rates applicable to Delhi to the Railway Employees having their places of duty at Gurgaon Municipal Corporation has been under consideration of the Government for quite sometime. The President is pleased to decide, as a special case in consultation with the Staff Side of the National Council (JCM), that Railway employees belonging to Groups ‘B’, ‘C’ and ‘D’ categories, having their places of duty at Gurgaon Municipal Corporation, shall be paid House Rent Allowance and Compensatory (City) Allowance at the revised rates applicable to Delhi, under para 1 of this Ministry’s letter No.PCIII/86/Imp./AL/12 dated the 6^th October, 1986 (RBE No.183/1986). The terms and conditions of the admissibility of the allowances will be governed by this Ministry’s letter No.PC-66 HRA 1-21, dated 26.07.1967 as amended from time to time, including the amendments/ modifications issued in this Ministry’s letter dated 06.10.1986 (RBE No.183/1986).

2.     Railway employees belonging to Group ‘A’ category having their places of duty at Gurgaon Municipal Corporation shall be paid House Rent Allowance and Compensatory (City) Allowance at the rates and on the same terms and conditions applicable to Delhi, prior to the recommendations of the Fourth Pay Commission, until further orders.

3.     These orders shall take effect from 09.12.1986.

4.     The above issues with the concurrence of the Finance Directorate of the Ministry of Railways.
